This is an utility function which converts positional numbers
element and panel to a function of class "extplotmath"
which is used inside grid.annotation to draw a graphical
representation of this element. This function is used to
draw "legend-like" text annotations and usually is a list element of
label property of grid.annotation grob.

ordinal numbers of element's data line from the
panel's panel in the current figure, whose graphical
representation is to be added to the selected annotation.

The next list element after BULLET(...) in the label property of
grid.annotation is drawn just to the left of the dataline's
icon (not at the next line which is the general rule).
Function call (of class "extplotmath" - just to make it somewhat
special and different from expressions) to internal grid.annotation's function
bullet(pch,size,gp), which is evaluated when the
grid.annotation is to be redrawn. bullet draws a symbol
pch with size size and grid graphical parameters (see
gpar) gp at the "current position" inside
the grid.annotation.
