
If a sovereign nation has an opinion about the disposition of the
ISO-3166 TLD associated with it, it is unlikely that any organization
inside that country would be able to disobey the laws of that country,
and it was not the place of the IANA to get involved in a sovereign
nation's internal affairs, and that the IANA was not in a position to
enforce any such judgements it might make even if it was foolish
enough to want to make them.

As an example, if the government of China dictated that the CN domain
was to be run by one organization, and some other organization inside
China wanted to get .CN, it would not be the place of the IANA to
"fix" this -- nor, for that matter, would either of the disputing
organizations be able to avoid the reach of Chinese law and its
associated men with guns who get to enforce chinese law.
