I recently had an e-mail discussion with the original author of quick-array.
He has agreed to change the license to one that is free, namely a modified
version of the BSD license:

Gosh, this is really a blast from the past..  My first question for you is
this: Are you really sure that you still need this code?  I wrote this
stuff to address some specific deficiencies in the lisp dialects available
at the time, but many of these have since been remedied.

to take a shot a rewriting the license and running it past me for approval,
that would be fine.
